Harper is creating a system in which Aboriginal youth are more likely to be jailed than graduate from high school. Courts can now imprison mentally ill offenders for three years without review. The poorest and most marginalized young people are criminalized rather than protected.
Harper claims to defend Canadian priorities.
Just not community, justice and reconciliation.
